摘要
随着宜宾市地方税务局基金工作的深入开展,不断有新的基金税种开征,工
会会费代征就是其中一种。我市有十个区、县,需要代征的企业有近千家,而且
每年都还在不断增加。传统的手工开票模式存在诸多弊端,迫切需要建立一个简
单、快捷、安全的工会会费缴纳系统。我们利用 B/S(Brower/Server)三层结构设
计模式,采用 开发语言和 SQL Server 2005 数据库开发了工会会费缴纳系
统。
由于本系统开发模型是根据目前地税机关征收前台操作人员,手工开票流程
转变而来,模拟现实税务行政机构的管理模式,因此本人在开发工会会费缴纳系
统之初,就和基金科李科长一起深入各区、县局征收一线调查、了解整个开票流
程,以及实现此软件系统需要的网络环境等。本文通过介绍工会会费缴纳系统的
开发过程所涉及的一些基本技术,还重点讲解了涉及到工会会费缴纳系统各个业
务操作流程,其涉及到的所有数据库表,以及如何利用上面提到的这些技术,实
现我市工会会费缴纳系统的几个重要功能模块,和软件开发编程实现。
根据以上设计思路,结合实际工作开展经验,本文首先对我市工会会费缴纳
系统的特点作了一些简要介绍,然后介绍了将涉及的一些基本概念和技术。如 B/S
三层体系结构、开发语言和 SQL Server 2005 数据库等。在系统的设计部份
重点介绍设计过程中将涉及的十一张表,以及这些表将在各个功能模块中分别起
到何种作用。本文还介绍了系统各个功能模块是如实现的以及在编程过程中遇到
的几个问题,并提出相应的解决方案。最后简单介绍了我市工会会费缴纳系统软
件各个功能模块的使用。
该系统具有界面美观、操作简单、系统性能稳定的特点。目前,该系统已经
处于正式运行阶段,各单位操作人员反映,运行效果良好。
