As we all known ,moral functions are limited , so it is not enough that science and technology wo rkers munity only taken on the responsibilities on the moral basis. They should also bear the corr esponding legal responsibilitie s. In order to play the positive role of sc ience and technology well ,achieve the goal of harmonious development among people , society and nature , I analyze the content , relationship and reason of inconsistent between science and technology ethi cs and science and technology le gislation from Marxist legal ethical point of view , integration of ethics and law ,and list the key for coordinated development between the two aspects : it is that science and technolog y development must abide by the ethnical bottom line a
