文档介绍：东北财经大学硕士学位论文城市经济适用房制度的研究姓名:陈福新申请学位级别:硕士专业:技术经济与管理指导教师:武献华 20071201 摘要经济适用房是指政府提供优惠政策,限定建设标准、供应对象和销售价格,7 具有保障性质的政策性商品住房。经济适用房政策是我国当前解决中低收入阶层住房问题的主要方式。该政策自1998年实施以来,对降低住房价格和满足中低收入家庭的住房需求产生了重要的作用,但存在的问题也很多。本文运用经济学的理论方法,以中国经济适用房制度为研究对象,对经济适用房制度实施中存在的问题及其政策本身进行经济学分析,以找出政策设计和实施中存在的可能漏洞,进一步完善经济适用房制度,提高其运行效率。论文首先运用定性和定量分析相结合的研究方法,分析了经济适用住房政策实施的市场背景和现状,评估了其实施的绩效,指出经济适用房制度中存在的问题;然后通过经济学模型,从福利经济学、公共选择理论等角度,研究了划拨用地补贴与货币补贴的优缺点,并分析了经济适用房对房地产市场的影响,利用交易成本经济学等知识深入探讨了不同住房补贴形式的效率,分析了经济适用房的本质属性、价格、适宜规模、政府监管以及银行信贷、房地产市场发展,说明在一定的制度条件下,经济适用房市场能够实现市场的自动实施差别均衡,使高收入群体退出经济适用房市场。在以上分析的基础上,提出了发展、规范我国经济适用房制度的建议:建立良好的激励机制,加强政府监管能力;完善经济适用房的产权结构,引入合理的退出机制;改变经济适用房的建设方式;改变经济适用房供应结构,实现增量房和存量房共存;完善金融信贷政策,大力发展住房金融体系。关键词:经济适用房,住房保障体系,住房补贴 ABSTRACT Affordable housing policy is modity house、)l,ithwelfare thatthe government provides policies forand whose construction standard,purchaser and salesprice ale given by policy isthe main solutionofthehousing problem ofmid-low-e classinchina,which hasbeen playing good roleindecreasing houseprice,and inmeeting theresidence demand of families ofmiddle—e andlOW—e since itWas carried intoexecution in there alsosomeproblems inpolicies ofeconomicaland applicable house n地thesisattempts to utilizethe new institutionaleconomic Oilthe policies ofeconomical andapplicable house,to analyze theproblems of theexisting economic housepolicy,in order tofind outthelikely defects inthemandgive some advice ofhow toimprove thesisFirstlyanalyzes thebackground and current circumstance,evaluates theperformance ofimplementing thepolicies of economical andapplicable house,through themethods bined with qualitative analysis andquanttafive analysis,pointing out thattheproblem of welfare standing upside down inthepolicies ofeconomicalandapplicable house.
