岗位聘用实施方案
一、指导思想
以邓小平理论、“三个代表”重要思想、科学发展观为指导思想，按照岗位设置科学、职务能上能下、待遇能高能低、运行管理规范的改革方向，建立适合我xx工作人员特点的岗位管理制度，逐步实现由身份管理向岗位管理转变，充分调动干部职工的工作积极性，促进xxx工作不断发展。
二、岗位聘用的依据和基本原则
（一）、依据
根据鄂人发［2008］231号、《关于鄂尔多斯市XXXX岗位设置方案的批复》等文件精神，按照人事部门核准的鄂尔多斯市XXXX的岗位总量，结合本单位具体情况制定本实施方案。
（二）基本原则
坚持科学高效、以编定岗、按需设岗、竞聘上岗、按岗聘用、按岗取酬、合同管理、人岗相宜、责权明确、公开平等、竞争择优的原则。
