2、就“城中村”项目改造期间的重大问题、突发情况进行分析研究，提出对策建议，供区委、区政府决策。
调度会成员单位：承担“城中村”项目改造的镇、街，区包联项目领导、区委宣传部，区指挥部办公室及相关成员单位，调度会原则上每月召开一次，会议时间、人员由区指挥部办公室落实，参加会议的单位要准备好汇报材料，并由主要负责人汇报。
（三）明确责任，实行严格的责任制
1、承担“城中村”项目改造任务的镇、街党政主要负责人为第一负责人，对本辖区内的改造项目负总责。
2、实行区领导包联制度，区几大家领导包联“城中村”项目，指导、督促镇、街完成“城中村”改造任务及稳定工作。
3、区指挥部办公室主要职责
（1）全面了解政策、规定，及时向指挥部及镇、街提供信息；
（2）全面贯彻落实区指挥部关于我区“城中村”改造工作的决定；
（3）负责“城中村”改造政策的宣传，组织“城中村”改造项目的宣传、推介、招商工作；
（4）负责项目资料的核查、上报工作；
（5）做好服务、协调、业务指导工作；
（6）强化宣传工作，提供相关信息，编制“城中村”改造简报。
4、镇、街“城中村”改造办公室主要职责
（1）做好辖区内“城中村”改造项目的调查、摸底、经济测算、张榜公示及建档工作，负责制定辖区内“城中村”改造实施意见和招商工作；
