三、新闻写作是衡量记者素质的一个重要条件
新闻报道是记者劳动的最终成果，也是惟一的表现形式。记者必须也只能通过新闻报道作品来实现自己的传播意图，而读者也是通过新闻报道作品而认识记者的。
第二节新闻写作与采访的辩证关系
一、先有采访，后有写作，或者说，采访在先，写作在后，这个次序是不能颠倒的。用辩证唯物主义认识论的观点来看新闻报道，事实是第一性的，新闻是第二性的，新闻报道是客观事物的反映。
二、采访的质量直接关系着写作的质量。
采访的质量主要是指采访的深度和广度。
新闻是“七分采，三分写〞。资深的记者用“七三开〞的比例形象地概括了在采访和写作两个过程中所花的时间与力量。因此，学****新闻写作，要建立在扎实的采访根底之上。
第三节 功夫在笔外
新闻写作的主体是人。写作者的素质至关重要。所谓“功夫在笔外〞，讲的就是有关记者自身的素质问题。
