本范围内与已经确定的被遮挡建筑的主要朝向有相邻面宽的低层、多层、小高层建筑，与本范围内的高层建筑一并进行日照影响分析。
第七条 日照标准
一、住宅建筑
新建住宅工程每套至少应有一个居住空间不应低于大寒日2小时的日照标准。
城市旧区范围内的日照标准可酌情降低，但不应低于大寒日1小时的日照标准，住宅内居住空间的日照情况应在销售合同中注明。
受新建高层建筑影响的周边地区现状住宅建筑的有效日照时间不应低于大寒日2小时的日照标准；现状住宅建筑日照时间已低于国家现行标准的，周边用地的开发建设不应减少其现有日照时间。

旧区的范围在?淮安市城市总体规划〔2022-2030〕?中确定。
新建住宅工程指同一次规划方案审批的工程。现状建筑包括新建工程外的现状建筑、已批未建建筑、工程内的保存现状建筑。
二、宿舍半数以上的居室，按住宅建筑日照标准控制。
三、居住小区内的每块公共绿地至少有1/3的面积在规定的建筑标准日照阴影线之外。
托儿所和幼儿园的主要生活用房，应满足冬至日不少于3小时的日照标准；幼儿园的室外地面活动场地应有不少于1/2的面积在规定的建筑标准日照阴影线之外。
四、老年人住宅、残疾人住宅的卧室、起居室，医院、疗养院半数以上的病房和疗养室，中小学教室应满足冬至日不低于2小时的日照标准。
