摘
要
土地利用规划是政府实施土地管理的公共政策,在市场经济制度下,土地
利用规划与市场的分离使得传统的规划控制手段失效,导致土地市场运作效率
低下;而法制不全的规划控制又会成为“寻租”的工具,并阻碍市场机制的正
常运作。因此,必须对土地利用规划编制、实施进行改革,以保障土地资源利
用的秩序。
本文对市场经济条件下的土地利用规划的理论进行了描述,对哈尔滨市两
轮土地利用总体规划进行了回顾和评价,查找了两轮规划,特别是现行规划编
制实施中存在的问题,从体制、机制、运行方式等方面深入分析了规划问题产
生的原因。借鉴国内外关于市场经济条件下土地利用规划制定、管理的理论成
果和实践经验,就哈尔滨市新一轮土地利用总体规划修编中需要着重解决的问
题、规划的指导思想和原则、规划的修编和制定、规划的执行等方面提供了选
择——土地利用规划的定位由本市辖区规划向区域规划转变;土地利用规划的
任务由耕地保护为主向土地资源保护和集约利用并重转变;土地利用规划的方
法由指标控制型向空间控制型转变;土地利用规划的内容由耕地保护研究向综
合研究转变,土地利用规划的决策逐步由领导决策向民主决策转变;土地利用
规划的实施由目标导向型向过程导向型转变,以发挥市场经济条件下土地利用
规划对哈尔滨市经济社会可持续发展的重要作用。

Abstract
In a market economy system,land use planning and market separation makes
traditional planning controls ineffective, leading to inefficient operation of land
markets, Inadequate planning and control of the legal system will e a
"rent-seeking" tool, and impede the normal functioning of the market mechanism,
therefore, the need for land-use planning to prepare, implement reforms to safeguard
use of land resources in order.
The conditions of a market economy under the land-use planning conducted
theoretical description of Harbin two rounds overall land use planning for the review
and evaluation, to find out two rounds of planning, particularly the preparation of the
implementation of existing planning problems
