第一章 总那么
(城市设计的概念\各层次的内容\作用)
【定义】城市设计是指：对城市空间所作的系统性安排。城市设计因贯穿于城市规划的各阶段，成为各阶段城市规划不看缺少的研究方法，技术手段和内容组成，可随各阶段规划一起编制审批，也可以单独编制与实施。
【层次】城市设计编制的层次可分为整体引导性城市设计和局部实施性城市设计。
整体引导性城市设计：属城市总体、分区〔组团〕等宏观层次城市设计，主要对城市宏观空间布局和整体心态进行设计，引导控制城市与山海湖泊等自然景观及地形地貌的和谐关系，建立市区范围的城市空间密度分区和高度分区，对局部实施性城市设计起控制和知道作用。
局部实施性城市设计：属分区〔组团〕以下片区或局部地段的中观或微观层次城市设计，能直接作为用地规划许可的空间控制依据。局部实施性城市设计等同于法定图那么、详细蓝图层次的城市设计。
【目的】为了塑造和强化深圳的城市特色，提升深圳的城市空间活力和空间效益，优化景观环境品质，引导城市健康开展，为实现城市与建筑设计管理的标准化、标准化和法制化，特别制定本标准与准那么。
【适用范围】在深圳市行政区范围内从事城市规划、城市设计工作，应符合本标准与准那么的要求。
【相关法】深圳市城市规划、城市设计与建筑设计除符合本标准与准那么外，还应符合国家、省和市现行的有关法律、法规及其它强制性标准的规定。
