【中文摘要】城市基础设施建设对一个城市的发展至关重要,是城市经济发展的基础性条件,是提高城市化水平的重要指标,也是人民生活水平日益提高的保障。随着我国经济社会的快速发展,基础设施建设需求量越来越大,基础设施建设的投资需求使得政府负荷沉重的财政压力,近年来PPP模式逐渐受到政府的重视和应用,随着政府政策的支持,的民营资本也开始加入到基础设施建设中来。本文在大量文献资料的基础上对PPP概念进行汇总分析,阐明了PPP模式理论,结合发达国家经验及我国自身发展状况,充分认识PPP在基础设施建设的适用性。面对当前PPP在我国发展还不成熟,越来越多的问题显现出来影响和制约了PPP模式的应用,文章重点从PPP在我国基础设施建设中的应用出发,把握民营资本将是PPP模式下基础设施建设的主力军这一主线,以PPP模式融资理论及“风险分担,利益共享”特征为基础,将PPP发展中出现的普遍问题结合我国的PPP实例应用状况,总结影响PPP在我国基础设施领域应用的主要原因。经过实例综合分析,本文总结出原因来自政治、法律和市场风险,同时还源于主体在项目中的利益缺失,进而从政治、市场和主体利益层面分析PPP模式在基础设施建设中应用出现问题的具体原因,针对这三个层面出现的问题建立PPP运营机制,改善制约PPP在国内应用的政治、法律、市场等环境,吸引民营资本参与PPP模式基础设施建设。最后文章结合重庆市十大公益项目之一重庆奥林匹克中心体育馆项目对PPP模式实际应用进行论述。
