二十世纪八十年代以来,随着全球经济的重心向服务贸易业倾斜,服务贸易在世界经济一体化进程中得到了迅速的发展。全世界服务贸易进出口额年均增速超过了货物贸易,成为国际贸易领域的重要组成部分。与此同时,关贸总协定乌拉圭回合达成的《服务贸易总协定》标志着当代贸易的内涵、结构都发生了重大变化。我国已于2001年底正式加入了世界贸易组织,这意味着中国服务贸易市场将日益融于国际服务市场。面对强劲的国际竞争,中国必须在世贸组织的多变规则下进行服务市场开放,参与国际服务贸易竞争。因而,对我国服务贸易竞争力研究,具有重要的现实意义。
成熟的国际服务贸易是以货物贸易为研究中心的。对于服务贸易,至今还没有一个独立的、系统的理论框架。本文在对服务贸易进行深入分析的基础上,得出国际货物贸易理论也适用于服务贸易的结论,并通过对其进行边行性修正形成服务贸易竞争理论。一改理论为指导,本文对我国服务贸易国际竞争力做了较为深入的现状分析和对策研究。全文主要分为三个部分:
第一部分为服务贸易国际竞争力研究的理论基础。在这一部分,主要对传统竞争力理论和当代竞争力理论进行了对比性研究。比较优势是静态优势,竞争优势是动态优势。比较优势是获取竞争优势的条件,竞争优势则将潜在的比较优势转化为现实优势。。要提高竞争力,两者缺一不可!
第二部分为中国服务贸易国际竞争力的现状分析。在进行总量和结构分析的基础上,我们采用线现行的优势指数(CAI,RCA)对中国服务贸易国际竞争力做了总体评价,并运用竞争力理论做了成因分析。
第三部分是提高中国服务贸易的对策。中国的服务贸易竞争力目前虽然较低,但是入世所取得的外部条件和中国经济增长这个内在动力下,发展潜力非常大。我们提高服务贸易竞争力的策略是:依据竞争力理论,以初级比较优势—高级比较优势—竞争优势为贸易动力转换途径,结合外部条件和内在动力,从宏观、中观、微观三个层面上提升服务贸易竞争力。

In the past 20 years since the e into service economy era,trade in service supported by economy globalization has been developed its overwhelming total voume of import and export,service trade has e an integral part in international trade.
China’s accesion to the WTO in 2001 was a strategic step for the country to open further to the outside then on ,China may participate in the petition on trade in services on the basis of the multilateral trading system which has been strictly observed by all the WTO the pitition on international trade in service ,studies on China’s counteraction are essential for enhancing overall national paper includes three sections:
Competition theory ontrade in theory of international trade has mainly focused ontrade in for trade in service,we need a systematic theory frame .After parative analysis on service trade and trade in goods, this dessertation e to the conclusion that the existing paratitive theory can be used on service trade.
