中小企业已成为我国社会主义市场经济中最具活力的经济增长点和重要组成部分,在满足人们的多样化需求、培养企业家、进行技术创新、提供新的就业机会等方面正发挥着越来越重要的作用。企业最重要的人力资源中,基层管理人员是管理生产一线的人员,掌控整个生产状况,是企业的中流砥柱,是企业的生命线,把握着企业的经济命脉,正确认识基层管理人员的价值,充分了解他们的需求,重点研究相关激励措施是企业发展不可或缺的。本文提出了中小企业的基层管理人员的激励的重要性,分析了企业基层管理人员激励的现状,找出企业基层管理人员激励机制存在的问题,提供一些对策,为中小企业基层管理人员激励机制的科学建立提供借鉴。

Abstract
   The small and medium-sized enterprise e our country socialist market economy the most dynamic economic growthand an important part, in meeting people's diversified needs, entrepreneurshipdevelopment, technology innovation, provide new employment opportunities isplaying an increasingly important role in. The most important human resource ofenterprises, management is the management of the production line staff, monitorthe production status, is the mainstay of the enterprise, is the lifeline ofthe enterprise, the enterprise's economic lifeline, correct understanding ofvalue management, to fully understand their needs, focus on relevant incentivemeasures of enterprise development is essential the. In this paper the smalland medium-sized enterprise management incentive importance, analysed pany low level management current situation, find out the personnel pany low level management incentive problems, provides some suggestions forsmall and medium enterprises, management incentive mechanism to providereference for the establishment of science.
