公路建设工程经济评价是公路建设工程可行性研究的重要组成局部，经济评价是根据国民经济开展规划和有关技术经济政策的要求，结合交通量预测和工程技术研究情况，比拟工程的建设费用和效益，对工程的经济合理性进行分析，作出评价，为工程决策提供科学的依据。
就理论而言，在对工程进行经济评价时，应考虑工程完成后给工程影响区带来的全方位效益，包括直接经济效益和间接经济效益。由于目前对间接经济效益尚无统一标准的方法进行定量计算，所以，目前在对公路工程进行国民经济评价时，只计算工程实施给公路使用者带来的直接经济效益。
本工程不需要收费还贷，因此只作国民经济评价。工程国民经济评价是采用“有无比照法〞进行评价的，其中“有工程情况〞是指工程建成后区域交通系统要发生的情况；“无工程情况〞是指不建该工程时区域交通运输转移到现有道路上，现有交通系统要发生的情况。通过对“有工程〞状态和“无工程〞状态时费用与效益的比照，分析计算工程国民经济指标，考察工程实施的合理性。

本工程建设资金由上级补助组成，不需要收费还贷，因此，本工程经济评价工作仅包括国民经济评价。通过工程的国民经济评价，考察工程的可行性，即在合理配置国家资源的前提下，从国家整体与全社会的角度出发，分析计算工程对国民经济的净奉献。

指工程计算期内的经济净现金流量累计值等于零时的折现率。当经济内部收益率大于或等于社会折现率时，工程是可行的。
2、经济净现值〔ENPV〕
计算期内用社会折现率将工程各年的净效益折算到建设起始年的现值之和。一般情况下，经济净现值大于或等于零时，工程是可以接受的。
3、效益费用比〔EBCR〕
计算期内效益现值之和与费用现值之和之比。效益费用比大于1，说明工程效益是好的。
4、投资回收期〔N〕
工程的净效益抵偿工程建设总投资所需要的时间。本工程采用动态投资回收期，含建设期。

经济费用调整
公路建设工程的经济费用包括建设期经济费用和运营期经济费用，其中运营期经济费用包括日常养护费用、大修费用、管理费用等。
建设期经济费用将针对材料、税金、土地青苗补偿和安置费、建设期利息等进行调整；运营期经济费用按照经济费用与财务费用的调整比例进行调整。
建设期经济费用
建设期经济费用是以投资估算为根底，用影子价格对材料费、征地拆迁费、人工费等进行调整，剔除国内贷款利息、税金等。
1、主要材料的影子价风格整
按?方法与参数?要求，假设该货物或效劳处于竞争性市场环境中，市场价格能够反映支付意愿或时机本钱，应采用市场价格作为计算工程投入物或产出物影子价格的依据。因此无需再对主要材料作价风格整，影子价格即为市场价格。
2、劳动力工资的调整

运营期费用的调整
运营期费用包括日常养护费和大修费等。
1、养护费用
养护费用包括日常清扫、小修及材料、人工费用等，参照XX省公路、桥梁工程的实际情况及周边地市道路养护管理标准，结合本工程的具体情况，·年，按3%递增；·年，按8%递增。
2、大修费用
大修方案在道路通车后的第10年进行，大修费按当年养护费〔未减半前〕的13倍计算，大修年养护费费用减半。
运营期经济费用是根据建设费用调整后，经济费用与财务费用的比例推算得到。
汽车运输本钱及调整
为了正确估价工程产生的效益，国民经济评价时，汽车运输本钱按照费用与效益计算范围口径对应一致的原那么作相应调整。调整方法采用汽车运输本钱构成要素分解法。本工程仅对在运输本钱中占比重较大的燃料、轮胎、人工及配件、折旧等进行调整。
