二、基金的资金来源
1、公司每年预算投入人民币伍万元作为员工成长基金。
2、公司员工自愿捐款。
3、关联客户、供给商、股东及社会人士捐赠。
4、公司其他营业外收入〔办公废弃用品及纸制品包装等其他可回收物资处理所得款项〕。
5、员工违规违纪的而给予的罚款。
三、基金的管理
1、组织机构：成立公司基金管理委员会，负责基金会的日常工作。

2、本项年拨款预算：≥30000元/年。

4、资助比例
原那么上，对符合基金支持条件的员工在学习、培训等活动中产生的费用，公司将会按至少50%的比例进行资助。对费用超过5000元人民币的工程，公司可将资助比例提高至60%-70%，具体比例将根据情况由基金管理委员会审议确定。
5、 报批程序
〔1〕 申请
公司员工可随时向所在部门负责人提交书面申请，提供个人信息、参加培训的理由、具体培训内容、预计培训时限等。由部门负责人签署推荐意见，然后上交基金管理委员会立项审批.
〔2〕 立项
对符合条件的培训申请，由基金管理委员会立项，确认资助比例，并与申请者订立?培训协议?，约定申请者在培训期间及完成后的应负的义务、责任，以及继续在公司效劳的年限。

6、受资助员工的义务、责任

〔1〕受资助员工有义务全程参加培训，并取得?培训协议?中约定的学位或资格、学历证书
〔2〕受资助员工有义务将培训内容整理成讲义对公司其他员工进行培训，并制定工作应用方案，有效地将培训所得引用到本职工作当中。工作应用方案应提交部门负责人及人力资源部；受训资料、教材及资格证书副本等须送交人力资源部归档、保管。
〔3〕公司将与受资助员工约定培训完成后在公司继续效劳的时限如下：培训费用在2000元以内的，需继续在公司效劳满一年；2000－5000元的，需继续在公司效劳满两年；5000—10000元以上〔含〕的，需继续在公司效劳满三年；10000元以上〔含〕的，需继续在公司效劳满三年以上，具体时限视情况另定，原

〔1〕购置专业技术书籍，供公司在职员工阅读学习。
〔2〕建立、维护公司图书馆。
公司鼓励员工合理利用工作及业余时间，积极阅读与本职工作相关的专业技术书籍，通过自学不对断提升自己，实现个人开展。吉福思公司相信建立良好的学习型文化对企业和员工个人的开展大有裨益，因此鼓励从总经理到所有一线员工都应当读书。

3、适用范围：公司所有在职员工。
4、基金管理委员会委托以下五名成员〔“图书基金管理员〞〕管理本项基金的使用：XXXXXXXXXXXXXXXX。委员会责成人力资源部负责图书馆的建设、维护和日常书籍借阅、管理。
5、为了方便公司员工使用本项基金，为书籍的购置创造便利条件，特制订以下申报流程：
