根据?中华人民共和安管理规定，公众聚集场所应重点履行一下消防平安责任，严防火灾事故发生：
1、明确消防平安责任人、管理人的职责、建立健全消防平安制度，落实逐级消防平安责任制，开展经营性消防平安检查，定期开展消防平安培训，制定符合场所实际的灭火和应急疏散预案，并定期开展演练。
2、营业期间至少每2小时巡查一次。平安出口和疏散通道严禁锁闭和阻塞，确保畅通。
3、场所内不得设置员工宿舍，严禁留宿从业人员火消费人员。
4、营业旗舰严禁燃放各类烟花、动用明火。
5、电气线路敷设，用电设备安装、使用符合消防平安要求。
6、场所内严禁带人和存放易燃易爆危险品。
7、不得采用聚氨酯泡沫塑料等易燃材料装修，不得在疏散通道、平安出口处装设容易误导疏散的玻璃镜子等影射物。
8、按照国家有关规定设置消防设施和灭火器材，不得理压、圈占消火栓，不得损坏和擅自挪用、撤除、停用消防设施及器材。

公众聚集场所消防平安责任告知书
为确保消防平安，严防火灾事故发生，我单位承诺依法履行一下职责：
一、按照?中华人民共和国消防法?和?机关、团体、企业、事业单位消防平安管理规定?等法律法规的要求，制定、完善、落实各项消防平安制度，做到制度统一悬挂，严格遵守消防平安操作规程，并在重点部位设置警示标志。
二、严格落实逐级消防平安责任制，明确各级各岗位消防平安职责，确定各级、各岗位消防平安责任人，层层签订责任状，做到分工明确、责任到人，确保各项防火平安措施落实到位。
三、制定消防教育培训方案，开展形式多样的消防平安教育，对员工进行经常化消防平安培训，提高自防自救能力，使单位到达：具备检查发现和整改火灾隐患能力，扑救初期火灾能力，引导人员疏散逃生能力，自我宣传教育培训能力的建设要求。
四、加强对现有消防设施、器材的维护保养，确保其它完整有效，保障疏散通道、平安出口、消防车通道畅通，并设置符合安疏散指示标志和应急照明设施。
五、在本单位公众场所做到：指示公众所在场所火灾危险性；提示公众所在场所平安逃生路线、平安出口的具体位置，遇到火灾等紧急情况如何正确逃生、自救；提示仅仅所在场所内灭火器、逃生设备器材具体放置位置和使用方法的

七、结合本单位实际，制定完善灭火疏散预案，利用现有消防设施，定期组织员工进行消防演练。
八、大力开展消防宣传教育活动，组织全体员工对消防法进行系统学安知识。
九、对公安机关消防机构监督检查及本单位自查中发现的火灾隐患，明确专人负责，积极投入资金，组织人力物力，严格按要求落实整改，并采取有效措施，确保不发生火灾事故；
十、发生火灾事故，依法承当行政责任和刑事责任。
