共青城国家税务局“心连心，促崛起〞干部下基层活动实施方案
为贯彻落实开发区党委关于在全区开展以“心连心，促崛起〞为主题的干部下基层活动的精神，按照开发区党委的要求和统一部署，结合我局实际，特制定如下实施方案：
一、总体要求
坚持以党的十七届四中、五中全会精神为主线，全面贯彻落实科学开展观，组织城局干部职工深入基层，以深入农村、深入群众、察民情、听民声、理民事、解民忧为核心，以“排忧解难促和谐〞为目标。下村干部职工要树立良好的思想作风、工作作风。紧紧围绕“推动科学开展、促进社会和谐、效劳人民群众、加强基层组织〞的创先争优总体要求，做好“六个一〞，为村民谋开展、谋实惠。
二、活动安排
〔一〕学习讨论、排查问题阶段〔现在起至2024年12月25日〕
召开全局干部发动大会，搞好思想发动，充分认识开展干部下基层活动的重大意义，进一步提升思想观念、工作作风和精神状态，发动广阔党员积极投身到这一主题实践活动中来，自觉深入基层，主动贴近群众，并成立由局长担任队长，由广阔青年党员为队员组成的驻村工作队。制定和发放?民情调查表?，通过与江益村村委会座谈和对村民一户一户地走访的方式，亲身听取村基层组织和群众的呼声，重点围绕十大问题开展大调查，对需要解决的问题进行深入细致的调查研究，填好

〔二〕深入剖析、解决问题阶段〔2024年12月26日至2024年1月31日〕
认真抓好中央、省委、市委和开发区党委各项惠民政策的落实。在江益村前期走访调研的根底上，根据“民情档案〞对群众反映的问题深入分析，分类梳理，坚持量力而行、尽力而为的原那么，想方设法进行大解决。对于根据城局自身条件能够加以解决的，工作队要落实具体责任人和经费，即时解决，超出城局能力一时解决不了的问题，工作队要向村民说明原因，争取理解，并按要求记入“民情档案〞。另外要在春节前，对江益村困难群众开展走访慰问活动。同时要积极推动建立重大事项社会稳定风险评估机制，催促落实好村民事务理事会、农村“一定三有〞，推广“两重两轮〞和“四议两公开〞工作法，不断增强基层党组织的凝聚力、战斗力、创造力。
〔三〕整改落实、稳固提高阶段〔2024年2月1日至2月底〕
在这个阶段，要确保群众反映的问题“件件有着落，事事有回音〞。根据“民情档案〞对已落实的问题进行跟踪回访，对一时难以解决的问题，及时整理建立整改台账，实行销号管理。立足所驻江益村实际，通过活动建立问题整改落实、工作督查协调、跟踪回访和党员公开承诺机制四个重要机制。

“心连心，促崛起〞干部下基层活动是锻炼干部，进一步加强社会主义新农村建设的重要举措。驻村工作队队员要在合理安排好本职工作的同时，做好下乡工作。在活动期间深入住村点不少于50天。 工作队队员要与群众同吃同住同劳动，并按规定交纳生活费，要严格遵守开发区党委“七不准〞和当地乡规民约，自觉维护党政干部的良好形象。城局将不定期组织暗访，对于违反工作纪律的人员将严肃处理，并追究领导责任。
