摘要:自然灾害和社会安全是长期以来影响人类生产生活的重要因素。我国是世界上灾害发生最为严重的国家之一,由于城市建筑和人口高度密集化,城市灾害的放大效应明显。城市防灾问题越来越受到社会各界的高度关注。本文简要概括了我国城市防灾规划的发展现状及不足,并提出了相关应对措施。

On Urban Disaster Prevention Planning in China

Abstract: Natural disasters and social security are the important factors that affect the human production and living for a long time. China is one of the most serious disaster in the world, due to the highly populated urban construction and population, urban disasters amplification effect is obvious. Urban disaster prevention problems is getting more and more attention from all walks of life. This paper briefly summarizes the development and present situation and deficiency of urban disaster prevention planning in our country, and puts forward the relevant countermeasures.

“筑城以卫君,造郭以守民”,城市的出现原本是为了保护居民的人身和财产安全。但随着城市化水平不断提高,城市建筑和人口密度高度集中,使得城市遭受地质、气象等自然灾害及公共卫生、恐怖袭击事件等人为灾害威胁的形势日益严峻,城市安全问题突出。我国是世界上灾害发生最为严重的国家之一,城市在发展过程中遭受着各种灾害的威胁。城市灾害放大效应明显,灾害种类多、连锁性强、易扩散,危害面广,社会影响大,且因其发生存在不确定性,在一定程度上难以控制和避免,但可以通过有效的灾前预防、灾中救援及灾后重建来降低灾害造成的损失,其中重点在防,所以建立完善的城市防灾规划体系至关重要。
城市防灾规划是城市总体规划的重要组成部分,但在相当长一段时间内,城市防灾规划得不到重视。2003年,SARS在我国几个大城市集中爆发,促使我国城市安全研究进入一个新的阶段,城市防灾规划工作也蓬勃进行。
