This article examines the salient features of the rural economy that would tend to have a decisive6 influence on the es of the actions rural-based munity Banks 1 (CBs) should take and are already taking to achieve their ultimate mandate which is rural development.
Our stress is on the interdependencies that should exist between CBs and the rural economy. This relationship is to be viewed in the context of a dynamic rural environment responding to idiosyncratic shocks, socio-cultural changes and wider macro-economic policies. At the end,
we give a policy guide for pursuing munity banking under conditions of sustainable rural progress.
The rural banking programme began as a phased programme envisaged to make it possible for every local government headquarters to have at least a branch of a bank and every semi-urban center with a population of more than 30,000 to have a bank branch. Although the programme
inspired sufficient banking consciousness among rural dwellers, its progress was sluggish due to a number of problems. These included low levels of patronage due to low-e levels in some rural areas, lack of
durable buildings, infrastructure, and trained personnel. To address these problems, the federal government through the Central Bank of Nigeria set in motion programmes to accelerate training of bank personnel. Also, banks were allocated rural branches with due cognizance of their proximity to the rural location and supported the creation of zonal offices for
better field control. Other policies included the waiver of requirement for a feasibility study report to support application to open a rural branch; the exclusion of credit given in
