摘要: 本文针对当今我国政策性金融发展中面临的主要矛盾,即在立法规则、监督机制、资本补偿机制、职
能定位、资产负债规模、区域开发、组织体系、业务体系、绩效评价体系以及理论研究与学科建设等方面一直存
在的十大结构性失衡问题,认为我国政策性金融机构的改革发展,不能偏离政策性金融制度安排的宗旨及质的
规定性,要遵循七大基本原则,强化政府对政策性金融机构的必要支持和监督考评,把政策性银行办成名副其
实的真正的政策性金融机构。

Abstract: The paper explores major conflicts existing in current development of national policy-based finance,
which are structural imbalances in ten aspects including legislative rules, supervision mechanism, pensa-
tion mechanism, function positioning, the size of assets and liability, regional development, organization system, ser-
vice infrastructure, assessment system, and theoretical research. It argues that the reform and development of China's
policy-based finance should not diverge from the essentials of policy-based finance rules, urges the reform ply
with seven basic principles and promotes the enhancement of government support and supervision of policy-based fi-
nancial institutions, in the hope of essfully constructing policy-based banks into really powerful institutions.
