摘    要:
建设世界一流大学和一流学科, 是党中央、国务院作出的重大战略决策。“双一流”建设已经正式启动, 如何开展建设工作, 是政府和大学共同面临的重大课题。实施“双一流”建设战略, 必须处理好十大关系, 包括“双一流”建设与高等教育强国建设之间的关系, 服务国家需要与大学自身发展需要之间的关系, 继承传统与超越创新之间的关系, 中央建设与地方建设之间的关系, 一流大学建设与一流学科建设之间的关系, 一流人才培养与一流科学研究之间的关系, 短期建设与长期发展之间的关系, 硬件建设与软件建设之间的关系, 入选学科建设与未入选学科建设之间的关系, 以及行政积极性与教师积极性之间的关系。

On Construction of “Double First Class” Universities and Academic Disciplines

Abstract:
The construction of world first class universities and world first class disciplines is a major strategic decision made by the Party mittee and the state council. “Double First Class” construction has been officially launched, and how to carry out construction work is a major task for both government and university. To implement the “Double First Class” strategy, we must deal with ten relationships, including the relationship between the “Double First Class” construction and the construction of a powerful nation of higher education, the relationship serving the needs of the state and the development of universities, the relationship between inheriting tradition and beyond innovation, the relationship between constructed by central government and local government, the relationship between the construction of world first class universities and world first class academic discipline, the relationship between short-term construction and long-term development, the relationship between the construction of hardware and software, the relationship between the construction of selected academic discipline and not-selected academic discipline, and the relationship between the enthusiasm of administration and teachers.
