On Development Strategies of Tourism Resources
of Coal Industry in Huaibei City:
An Analysis of Function Value and petition

Abstract:The quantitative evaluation on the function value(conditions)of tourism resources of coal in-
dustry in Huaibei City is made by using the method of function value evaluation of Value Engineering
(VE).Based on the results of the quantitative evaluation,the tourism resources endowment of coal
industry in Huaibei City is view of the petition,the development of tourism
resources of coal industry in Huaibei City is explored based on SWOT analysis from the perspectives
of the advantages and disadvantages as well as the opportunities and ,based on the
function value evaluation and SWOT analysis,the development strategies of tourism resources of coal
industry in Huaibei City are put forward.

煤炭工业旅游是工业旅游的重要组成部分。工业旅游是融工业生产、观光、参与、娱乐等为一体,满
足旅游者求知、求新、求奇等需要,从而实现企业自身经济、社会、管理目标的一种专项旅游活动[1]。它
