摘    要:
PPP模式能够有效地提升公共服务供给效率, 然而近年来中国越来越多的PPP项目出现了项目取消、政府回购或陷入困境等失败案例, 主要原因在于政府与社会资本的合作缺乏对较大时间尺度下的情景认知, 合作机制的设计缺乏对PPP运作过程中众多风险因素引发的情景变化的把握。本文通过对PPP相关文献的梳理以及PPP运作过程中情景复杂性的分析, 提出将情景建模引入政府与社会资本合作机制研究。在此基础上, 本文分别从风险分析、PPP合作行为演化、PPP合作机制的鲁棒性以及多阶段递进式治理体系等方面对未来PPP合作机制研究提出具体研究思路和展望, 旨在为完善我国政府与社会资本之间的合作机制提供借鉴。

Research on Operation Mechanism of Public Private Partnership from the Perspective of Scenario Recognition

Abstract:
Public-private-partnership ( PPP) can effectively improve the public service supplying efficiency. However, there are emerging PPP failure cases such as project canceled, government buy-back and project distressed in China recently. The reason for the failure PPP cases is that the partnership design between public sector and private sector has ignored the scenario evolutions caused by abundant of risks during the PPP procedure. That is, the extant PPP research does not pay attention to the scenario recognition in a larger time scale. On the bases of literature review and analysis of plexity for the PPP project, we propose that scenario-modeling could be applied to PPP research. Furthermore, we provide the thinking of research on risk analysis, PPP behavior evolution, the robustness of PPP operation mechanism, and multi-procedure advance governance mechanism. The aim of this article is to provide both theoretical support and practical guidance for improving PPP operation mechanism.

一、引言
PPP (Public-Private Partnership) 是公共部门(政府) 和私人部门(社会资本) 为确保公共基础设施的融资、建设、运营与维护而进行的一种合作模式, 其本质是政府与社会资本之间通过契约关系实现双方的优势来共同承担项目风险并分享收益, 以达成社会总体目标和私营个体利益间的最优均衡。PPP模式
