摘要:城镇化水平的高低,既是体现一个国家和地区经济社会发展水平和现代化文明程度的重要标志,又是加快经济社会发展的必要条件。加快城镇化建设,对于从根本上解决西部民族地区的经济和社会问题,缩小城乡差距,实现发展新跨越和全面建设小康社会目标,具有十分重要的战略意义。文章在分析西部民族地区城镇化的现状、特征、有利条件和制约因素的基础上,结合西部民族地区的实际情况,提出了西部民族地区城镇化建设的对策思路。

Abstract: Is both embodying important a country and region economic and social development level and modernized civilization degree sign and, accelerating economic and social development the urbanization level height, prerequisite. Be accelerated city and town-rization the gap building , reducing to the economy and social problem from the territory of nationality resolving western part fundamentally, city and countryside, come true developing the target striding over newly and building all round well-to-do society, have very important strategy significance. On article basis helping condition and to restrict a factor in analytical western part city and town-rization current situation of territory of nationality , characteristic, be tied in wedlock western part nation actual regional circumstances, have brought forward the city and town-rization construction of western part territory of nationality countermeasure train of thought.

城镇化是西部民族地区农村经济发展的必然选择,是实现农村剩余劳动力转移的根本途径,城镇化可以加快农业产业化、现代化进程,有利于加快农村非农产业发展和农业结构升级,是促进国民经济快速增长的持久动力源泉和新的增长点,可以说,研究城镇,建设城镇,利用城镇化的推动力带动地区经济的开发与建设是西部民族地区物质文明和精神文明不断向前进步的一种发展必然。
一、城镇化的理论界定
城镇化,亦称城市化,是当今世界上重要的社会、经济现象之一,尽管学术界对城镇化的研究已有数十年的历史,但是,由于各个学科对城镇化的理解和研究的侧重点不同,迄今为止,关于城镇化的概念是一片百家争鸣的景象,至今尚无统一的概念。据粗略估算,近五年来,关于城镇化的概念,至少在20 种以上,具有代表性的观点是城镇化是指农村人口不断向城镇转移,第二、三产业不断向城镇聚集,从而使城镇数量增加,城镇规模扩大的一种历史进程。城镇化作为一种社会历史现象,既是物质文明进步的体现,也是精神文明的动力。城镇化作为一种历史过程,不仅是一个城镇数量与规模扩大的过程,同时也是城镇结构和功能转变的过程。这一历史过程包括四个方面:一是城镇化是农村人口和劳动
