Abstract
This paper addresses the lack of deployment and use of the mobile on mobile phones
in pared to Japan. Key causes identified for this lack are the missing support for
links in emails and the need for the configuration of handsets. Underlying causes are risk-
averseness, lack petition, and lack of customer-orientation, pared to Japan. The
paper also sketches options for action by industry and by the regulator.
Background
Compared to Japan, at least since 1997, Germany turned out to be one or more years behind in
terms of availability of new mobile services, such as packet-based services, camera and music
phones, and deployment of 3G technologies (Weber, Wingert 2006; Haas 2006). In contrast,
for years, Japanese citizens have been using such new services, can easily be reached via mo-
