摘要: 建筑、矿山、化学危险品行业是三大危险行业,虽然国家法制建设越来越安全,企业的安全规章制度也越来越规范,但建筑安全形势仍不容乐观,每年建筑业仅上报统计处理的死亡人数就近千人。在实际工作中,我们要把安全事故处理轮与工程实践相结合,不断总结分析,找出其中的规律,一便进一步认识事故发生的深层次原因和建筑安全管理存在的根本问题,从而制定建筑施工安全管理实用有效的关键措施,做好事故的预防控制工作。
本文概述了研究的背景、目的、研究价值和意义等,并列出国内外对建筑安全管理的研究现状。针对目前建筑行业安全管理和事故情况,依据建设部网站提供2003—2008年的建筑安全事故数据,对各类建筑安全事故进行了详细的描述。通过比较各种类型事故发生的比例,并对重点三大类事故产生的比例,并对重点三大类事故产生的原因进行了详细的分析,随后对事故原因进行归纳总结,透过事故的表象分析得出建筑安全管理的根本问题是人员的安全素质不高、安全投入不足和企业安全管理工作不够重视。
针对建筑安全管理的存在的根本问题,逐一进行了原因分析,提出解决建筑施工安全管理根本问题的实用方法,详细列出建筑施工安全管理的关键措施。最后,对进一步的工作方向进行了简要的讨论。

Abstract : Building, mining, chemical dangerous goods industry is the three largest dangerous industry, while the national legal system construction is ing more and more security, enterprise security regulations are also more and more normative, but construction safety situation is still not optimistic, annual construction only reported statistical treatment of the death toll to thousands of people. In practical work, we must put the safety accident treatment wheel and engineering practice, ceaseless summary analysis, finding the law, a further understanding of the deep reasons of accident and safety management of the construction the basic problem of existence, thus make the construction safety management effective key measures of accident prevention and control work, do a good job.
This paper outlines the research background, purpose, value and significance of research, home and abroad research status of construction safety management. In view of the current construction industry safety management and accident, according to the Ministry of construction sites to provide 2003 - 2008 construction safety accident data, for all kinds of construction safety accidents are described in detail.
