With the advantages of the large capacity, long transport distance and low cost, waterway transport plays the role of pillars in the international trade. As the junction of waterway transportation, the throughput capacity of the port is a key factor which affects the pattern of global trade and cargo movement. Always, on how to improve the port navigation environment, improve the port through capacity, people tend to focus on and support the improvement of the equipment to the promotion of channel dimensions, and ignore the vessel anization and waters and maritime management technology research and optimization. Therefore, how anize the vessel traffic, in order to ensure navigation safety, improve the efficiency of vessel traffic, is worth exploring by the department of maritime administration and port operations, and also has the very vital planning of the construction of the port development and navigation rules formulation.
Based on the characteristics of behavior, the dissertation researches on correlation between ship’s behavior and the anization of the ship, and the factors which influences vessel anization, port vessel anization factors influencing work model and port waters space-time congestion model are established. Then, the anization for a specific port waters is researched optimally.

traffic flow characteristics, analyzes the factors influencing behavior and ship's impact on anization..
(2)Analyzing the navigation environment condition(including the natural
environment, channel, traffic flow, traffic accidents, etc ), traffic management features, combined with the features of characteristics of vessel traffic behavior, port vessel anization factors influencing work model and port waters space-time congestion model are established.
