ABSTRACT
Currently, the investment has been mon practice of local government, because investment to bring the project to give local government, business floor, to increase taxes, create jobs, accelerate the pace of urbanization, changes in urban and rural areas, promote the region's physical, spiritual realm progressive prosperity, but also to help local officials more concerned about pletion of its top-down kinds of assessment tasks, and create performance, therefore, the most important investment a government work, is to practice "development is the last word" concept action, doing my part to be many places as a "one project." At the same time, in actuality, the investment also exposed some problems such as excessive consumption of resources, serious pollution of the environment, conflict and contradictions in government planning, erosion and so the interests of residents, and the formation of these issues, largely due to investment performance evaluation of the defects. In recent years, the improvement of investment performance evaluation, and gradually rise to

concerns of munity, requires improving the existing performance evaluation system, the voice of investment increasing in many places have been put on the reform agenda.
