风险投资是促进高科技产业发展的有效投资方式,高科技产业发展带动产业结构调整,进而促进经济发展。同时风险投资的发展也受到经济区域的制约。近年来,由于区域经济协调发展的需要,京津冀地区作为一个经济整体越来越受到人们关注。本文通过定性分析与定量分析相结合的方法,运用多元统计方法中的因子分析法,对京津冀区域风险投资发展状况进行了评价研究。
首先,从概念上对风险投资进行了界定,介绍了风险投资的特点、分析了运作机理和筹资、投资、撤资三个重要阶段,并对运行环境进行简要分析。阐述了经济区域的涵义,并对本文所涉及到的相关区域经济理论进行梳理。为下文打下理论基础。
其次,对美国、长三角和珠三角三个典型区域的风险投资发展作了分析,进而从京津冀科技和地区合作方面,京津冀风险投资外部支撑环境以及内部发展因素方面进行了定性分析。针对存在的投资环境薄弱,机构资金来源单一等问题,提出了外部环境和内部发展两大方面影响因素,并细分为法律政策因素、创投公司因素等七个方面。
再次,针对提出的京津冀风险投资发展现状以及七个方面影响因素, 构建了京津冀风险投资发展状况评价指标体系,并选取有代表性的 35 个指
标通过因子分析法,对京津冀地区 2003 年至 2007 年风险投资发展状况进
行定量分析。得出风险投资在京津冀的发展受投资环境因子、科技活力因子、金融法规因子和创投公司因子的影响,且发展水平整体逐年递增,07 年增幅最快,达到 06 年的 倍。
最后,结合上文分析结果,从缩小地区间发展差距、改善风险投资支撑环境、完善科技及金融市场和改善风险投资公司管理状况四方面,提出促进京津冀风险投资发展的对策建议。

Abstract
Venture Capital is to promote the development of an effective high-tech investment, high-tech industrial development and promoting industrial development, thus contributing to economic development. At the same time the development of venture capital has also been constrained economic region.
