Big Department System is a kind of administration management mode to solve some management problems like anization overlapping, function crossing, the parting of power and responsibility, which was first explored and carried out by some countries whose economy market was more developed and whose legal construction was more mature. The first country to carry out the big department system is Britain, later the USA, France, Japan, Canada and some other countries reformed the system continuously and the effect is remarkable. The Big Department System in China first appeared in some places, for example, “a team with many names, a civil servant with many professions” in Suizhou City, “Big Agriculture”, “Big Water Supply” and “Big Traffic” in Chengdu City. These were developed earlier than the Central Government. It is in March 11, 2008, after the first session of the Eleventh National People’s Congress adopted the State Council Scheme that the Big Department System was first launched from the Central level.
Although the operation of the Big Department System is very mature in some western developed countries, they met with a lot of difficulties at the very beginning, and there is no exception for the reform of the Big Department System in our country. In the specific implementation process all kinds of difficulties arose, such as the prevention of the benefits of every department, how to conduct effective supervision, how to arrange billabong personnel better, how to coordinate the departments, how to promote the related reform measures, how to strengthen the legal system construction and so on. All these are the problems that have to be faced and solved in the Big Department System Reform. The proper solution to these problems will protect the smooth operation of the Big Department System Reform in our country, thus really transform the government functions and serve the people better.
