内容提要:网络慈善,也被称为在线慈善,是指一些慈善团体利用因特网及其相
关技术进行非赢利性的筹款、组织志愿者服务及慈善宣传等活动,其主要对象是
普通的网民。网络慈善不仅使受惠者得到实质性的帮助,也有助于促进社会道德
标准的提升。网络慈善一方面需要有完善的法律和制度上的监督与保障,但更重
要的是依靠网民的伦理自主性和负责任的道德想象力,将外部的控制监管机制与
网络空间内的责任情感和责任意识融为一体,达到内外平衡,既有利于培养网民
个人良好的道德品性,也有利于构建国家与社会的和谐关系。

Abstract: Ephilanthropy, which is also called online philanthropy, means
some charities use the and technologies to do nonprofit
fundraising, organize voluntary services and publicize the charity, etc.,
their main object is ordinary people on-line. Ephilanthropy not only help
the beneficiaries materially, but also has some advantages in improving
the standards of social moral. Ephilanthropy should has sufficient
surveillance and guarantee from the law and the system, the more important
is the personal ethical awareness and moral imagination of
citizens, which could syncretize the regulation mechanism from the
outside and the sensibility of responsibility as well as the consciousness
of responsibility inside, to make the balance between. It could help to
cultivate good morality of the individuals, but also help to construct
harmonious relationships between the country and the society.
