摘要
科学技术是第一生产力,而生产力诸要素中最活跃的因素是人,随着知识
经济的到来,人力资源在经济发展中成为越来越重要的因素,特别是人才更是
开拓经济发展的关键。作为中部地区的省会城市南昌,要“对接长珠闽,融入
全球化”,就必须把人才发展战略提高经济发展的首位,把南昌的人才资源充分
开发利用起来,立足于引进培养培训南昌市急需的紧缺人才,使其成为推动经
济社会发展的巨大动力。
本文从分析南昌市人才资源现状入手,采取数据分析的方法,从南昌市人
才队伍数量、层次结构、行业密度和利用效能等方面,对南昌市人才队伍现状
进行了全面分析,提出存在的问题,并从体制、机制、理念等方面,分析了存
在问题的深层次原因。同时对人力资源理论以及国内外人力资源开发现状及经
验进行综述,通过对比研究分析经验和启示,有针对性的提出构建教育与人才
资源开发协调发展体系、高层次人才资源建设、强化人才聚集效应、实施“人
才柔性流动”的策略、培育功能完备的人才市场体系等方面对策。
本文的形成进行了广泛深入地调查研究,收集了大量的数据资料,与人才
工作紧密相关,对南昌市委、市政府实施人才资源开发战略,建设人才队伍具
有一定决策参考价值。同时对国内其它城市和地区建设区域人才资源高地也有
借鉴意义希望这一研究成果能为各级党委、政府提供决策参考,并对南昌市人
才队伍建设有所推动和帮助。

ABSTRACT
Science and technology is the first productive force, and productivity elements
are the most active factors in person, with the advent of knowledge economy, human
resources development in economy e increasingly important factors, especially
talent is the key to develop economic development. As the capital city of central area
of nanchang, "docking grows bead fujian, globalisation", the development of talent
strategy to improve the economic development of human resources, nanchang, full
exploitation based on the introduction of nanchang need training talented person,
make its be promote economic and social development of the great power.
By analyzing the status quo of nanchang, human resources to data analysis
method, from nanchang personnel quantity, structure, industry and the use efficiency
of density, nanchang talents fully analyzed status, problems and the system and
mechanism, the concept, etc, analyzes the existing problems of the deep reason. Also
on the theory of human resources and manpower resource development status and
experience are reviewed, paring analysis experience and inspiration,
targeted education is put forward with the human resources development system,
