摘要
本文的研究对象是具有中国特色的新农村建设背景下,乡镇政府职能的转变。贯穿于全文的核心内容是,目前乡镇政府职能的定位及其运行过程中存在的问题,以及出现这些问题的原因和解决这些问题的应对之策。研究方法主要为,文献资料的收集、疏理及整合,加之实证调研。全文分为五个部分。第一章,主要是阐述选题缘由、文献综述及研究方法。第二章,论述建设社会主义新农村的时代背景,提出新农村建设在经济、文化、政治和社会发展四个方面的重要意义,分析政府职能尤其是乡镇政府的相关理论,最后明确指出,新农村建设对乡镇政府职能在执政理念、发展思路及社会管理方式等三方面提出的新要求。第三章,揭示在新农村建设背景下乡镇政府职能发挥过程中存在的主要问题,对其在管理上的错位、越位和缺位现象进行了深入地剖析。第四章,从思想观念、管理体制和运行机制三个方面着手分析在新农村建设背景下制约乡镇政府职能转变的原因。第五章,阐明新农村建设为乡镇政府职能转变提出的目标要求,以及乡镇政府职能转变所应遵循的基本原则,最后,深入探讨了新农村建设背景下我国乡镇政府职能转变的路径选择。

A STUDY ON THE TRANSFORMATION OF
TOWNSHIP GOVERNMENT FUNCTIONS UNDER
THE NEW COUNTRYSIDE CONSTRUCTION
ABSTRACT
 This topic takes the transformations of Chinese characteristic of the new rural construction under the background of township government functions as the object of causes of theses problems which the township government facing with and the countermeasures at present are the core of the methods are empirical investigation and through system investigation screening the correlation expert’s works and the literature researches.
