近年来伴随着中国对外贸易的飞速发展,尤其是某些作为化工产业原料或部件的危险品的进出口货量不断增长。除了原先较多的公路运输模式,由于运量大和时效性的要求,危险品运输更多的转向各种方式联运的模式。航空运输,由于其快速和运输距离远的特点,成为危险品运输的重要渠道。
为了应对危险品运输同时带来的危险性和较高的经济效益,作为航空运输企业, 如何积极地引导危险品进行安全运输,既提高物流运输的服务品质。帮助生产企业加快物料接收和成品出运的速度,增加社会经济效益,又能够帮助航空运输企业增加企业效益,实现双赢,是企业面对的一个重要决策。本文通过对A企业危险品航空运输中的风险进行有效识别和分析,找出管理的要点,提供解决的方法,为管理者在政策的制定上做出科学的决策提供有力蛉支持。
本文在分析了国内外航空危险品运输状况,以及对于危险品航空运输相关理论研究的基础上,引入分析A企业危险品航空运输风险并进行控制的研究内容。通过对A 航空运输企业的危险品运输管理现状进行分析,初步评价了该企业存在的风险。在诸多风险分析方法中,P方法和多层次灰色评价法作为本文的主要两种分析方法。P方法进行了介绍,P方法从流程环节上对 A企业进行梳理,分析了该企业存在的风险。之后,运用多层次灰色模型,邀请专家进行打分,通过各级指标权重和评价值的计算,对该企业韵危险晶运输状况弱风险进行分析和评价。通过两种分析方法,提出该企业危险品航空运输风险控制的措旌,并以某一化工品的运输在控制后的流程实际操作为例,根据其使用效果验证了风险分析和控制手段的有效性,
最后,根据企业人员对于控制措施的效果评价,得出本文研究中的不足和展望, 即管理者可以通过风险分析所得,制定出有针对性的管理政策,引导危险品进行安全的航空运输;研究仍有进一步拓展的空间,以深入到企业其他子系统中,降低企业安全运行各方面韵风险,
