摘要
知识经济社会的一个重要标志就是信息化浪潮的风起云涌,企业作为社会的重要组成部分发挥了越来越重要的作用。企业信息化经历了简单计算机应用和业务流程软件化的初级阶段,现正逐步向复杂信息技术与企业变革相结合的高级阶段演变。ERP系统正好满足了企业的发展需求,越来越多的为广大企业家所认可,实施ERP项目也成为了一个企业信息化工作积累到一定程度上的必
经之路。同时信息化项目特别是ERP项目与传统项目相比,具有投资大、周期长、涉及内容广、实施难度大和协调任务重的特点,所以其具有更高的创新性和风险性。又因在实施过程中存在着大量不确定性因素,如果没有有效的进行全面风险管理就容易出现结果偏离预定目标的被动局面,更为严重的还会导致整个项目的失败甚至会使一个企业由此陷入信息化的泥潭而不可自拔,最终出现一蹶不振以致就此消亡的悲惨结局。因此开展全面风险管理对于企业实施ERP 项目具有十分重要的战略意义和现实意义。
本论文首先对风险及风险管理理论、项目管理及项目管理理论和ERP相关理论进行了系统研究;紧接着对津安热电信息化发展历程和综合信息管理平台实施过程进行了系统阐述,继而对津安热电信息化过程中实施ERP项目的独特性进行了说明,在此基础上综合应用文献分析法和德尔菲法对该公司实施的ERP 项目风险进行了定性分析,给出了项目风险清单;随后按照项目实施的前期准备、推进实施、运行维护三个阶段对项目风险进行了分类,综合应用德尔菲法和损失期望值法对不同阶段的风险进行了评价,给出了管理的先后顺序;最后结合津安热电信息化过程中实施ERP项目的实际情况制定了应对不同风险的具体措施,以便达到降低风险发生概率和损失额的目的,进而确保项目达到预定目标。
