随着我国社会经济快速发展和互联网使用普及,互联网与人们的生活联系得越来越紧密,由于网络本身具有开放性、自由性、交互性和群体性等特点,广大网民利用这一网络平台积极发表自己对社会热点或焦点的看法或意见,形成了网络舆情。同时,网络舆情事件也频繁出现,因政府应对网络舆情的能力不足,而引发的群体性事件也不足为奇,造成较大的社会负面影响。网络舆情对政府的执政能力、公信力、形象都构成了巨大的挑战。网络社会是公民社会的重要组成部分,网络舆情作为社会舆情在互联网的衍生物,实质是公民现实世界中的意愿、态度、情绪在网络空间的表达。因此。在当前信息化社会高度发达的情况下,提高地方政府应对网络舆情的能力己经迫在眉睫。
网络舆情是网络信息传播发展的必然产物,网络舆情的出现对于公众的诉求、社会各行业发展现状的公开、政府政策执行的舆论监督都是一件有益的事情,直接关系到我国和谐社会的构建。网络舆情在当今中国的政治生活和社会生活中扮演了极其重要的角色。笔者认为很有必要对网络舆情问题进行深入细致的研究,首先,对网络舆情相关概念进行界定;其次, 弄清楚网络舆情的生成机制,分析其特点和本质;再次,分析网络舆情对社会和政府产生的影响;最后,建立网络舆情引导机制,以便对网络舆情进行正确有效的监督、管理和引导。
