随着中国加入WTO,中小民营企业已成为我国国民经济的重要组成部分和社会主义经济的主要形式之一。但由于我国中小民营企业人力资源管理存在诸多急需解决的问题,严重制约着民营企业的发展。对民企来说,如何解决当前人力资源管理问题以寻求进一步壮大发展是一个刻不容缓的问题。然而企业在进行人力资源管理时,往往比较重视招聘、培训、考评、薪资等各个具体内容的操作,而忽视了其中的风险管理问题。其实,每个企业在人力资源管理中都可能遇到风险,如招聘失败、新政策引起员工不满、技术骨干突然离职等,这些事件会影响公司正常运转,甚至会对公司造成致命的打击。有效规避或防范人力资源管理风险是企业人力资源风险管理工作的重要组成部分。

Abstract
With China's accession to the WTO, small and medium-sized private enterprises is an ponent of China's national economy and part of the socialist economy one of the main forms. However, as China's small and medium-sized private enterprises human resources management, there are many urgent problems, seriously restricting the development of private enterprises. On private enterprises, how to resolve the current human resources management issues to seek further strengthening of development is a pressing issue. However, enterprises in human resources management, often more importance on the recruitment, training, assessment, payroll, and other specific details of the operation, to the neglect of one of the problems in risk management. In fact, every enterprise in human resources management may encounter risks, such as recruitment failure, the new policy caused employees dissatisfied with the technical backbone sudden departure, and so on, these events will affect the normal operation of pany, will even cause fatal blow. Effectively avoid or prevent human resources risk management of human resources is corporate risk management as an ponent.
