With the accelerated process of economic globalization and the in-depth development of knowledge economy, petition is ing increasingly keen. In order to respond actively to the regional petition, Chinese provinces and cities have made great efforts to invigorate themselves by producing more outstanding personnel. For example, they have made new personnel policies according to the changes of situation, and have introduced many preferential policies in the introduction and training of personnel.
Jinjiang City’s county-level economic vitality is obvious to see, for it has gained its stunning speed and unique experience, advancing in development by leaps and bounds for the first time. At pres ent, Jinjiang City is at an important point of promoting industrial upgrading, speeding up urban construction and enhancing social harmony. Confronting such severe challenges as increasingly fierce petition and increasingly prominent restraints of resources and environment, Jinjiang needs more outstanding personnel in varied areas to excel in development for a second time. To attract professional personnel from home and abroad to start their own businesses in Jinjiang or join panies, Jinjiang has formulated a strategy of prioritizing personnel development. For example, in 2011, Jinjiang issued three documents, including “Jinjiang City’s Mid-and-Long Term Personnel Development Planning Outline (2011-2020)”, “Several Opinions on Speeding Up the Introduction of Outstanding Personnel ”, and “Judging Standards of Outstanding Personnel in Jinjiang ”. It has been two years since these new personnel policies were implemented, and the incentive effects are open to discussion. Based on the above perspective, this article elaborates on the effects of the personnel policies of Jinjiang.
Based on the motivation theory, the article first defines such special terms as personnel, personnel policy and Jinji ang’s outstanding personnel and
the scope of these concepts. Then, it analyzes
