摘要
社会工作 NGO 开展专业服务,需要构建适合服务对象需求、直接面对服务对象的服
务架构。服务架构体现了服务团队的制度性组织与安排,作为机构推行服务的主要团队,
其应该如何协调设置,如何才能让从事社会服务的人员尽展其能,这就需要对机构人员
的人员按照一定的标准做好编制,使他们能够在适合的位置上更好地服务人群,实现机
构的使命。
协青社“倒三角形”服务架构其人员由少数社工,多数青年工作者,大量青年大使
组成,社内由社工主导专业服务,青年工作者协助专业服务,青年大使作为朋辈辅导者
以及专业服务成效的反映者,向服务对象施以影响。本研究将协青社这种人员组成架构
称为“倒三角形”服务架构。本研究分析了“倒三角形”服务架构的特点和运行模式,
以及评估其成效,并且讨论了“倒三角形”服务架构对国内社工服务的启示,希望能够
为国内社会工作机构开展服务起到参照和借鉴作用,以及试图为构建社会工作人才队伍
提出建议,从而促进国内社会工作的发展。

Abstract
In order to provide professional social work services, NGO needs to have a suitable
organizational structure, which fits the needs of the service delivery. As social work services
are delivered through human beings, it is very important for a social anization to
have a suitable staff structure to provide social services. Only in this way, suitable person
would be placed in the suitable position and could fully contribute himself in achieving the
mission and version of the anization.
The unique and special staff structure of Hong Kong Youth Outreach, which is named as
“inverted triangle” structure, contains only few professional social workers, more youth
workers and most amount of youth ambassadors. Under this structure, professional social
workers lead and supervise the service development of social work service, youth workers
served as assistants in delivering the service according to the set direction or strategy, whereas
youth ambassadors being as peer counselors to positively influence the service recipients.
