摘要
本文在针对深圳监管场所在经济状况、社会治安和公安改革等形势的发展下,出现的新问题而产生的新需求进行了深入地调查研究后,按照软件工程的概念和过程提出了“预审监管综合信息系统”的设计方案。
方案设计力求做到全面、详尽,涉及到深圳公安监管工作的各个方面,并结合公安部最新下发的管理规范,提出了一整套的解决方案,使系统具备了完备性。
论文通过对深圳监管场所的发展和现状的说明,阐述了建立“预审监管综合信息系统”的重要性和必要性。以此为出发点,提出了系统的总体目标,并在此基础上对系统的构成、各应用软件的功能、软硬件平台的构成和主要技术指标进行了规划和设计。然后从用户和技术两个角度对系统的总体技术方案进行了阐述。并在整合两者共通点的基础上,对系统总体方案的设计原则、设计策略、设计特点和关键应用技术分别进行了详细的描述。并以“监管场所管理”和“预审办案管理”这两个方面为重点,介绍了系统的具体实现。分析了在日常工作以及一般性管理系统的工作模式、特点和一些无法克服的缺陷;着重介绍了本系统中通过新技术、新方法的应用来解决这些问题、克服这些缺陷,以达到简化手续、提高工作效率、为领导决策提供科学的依据等目的。最后介绍了本系统在编程开发中,为保障系统的各项功能能够达到设计时的要求,而采用的一系列新技术和新方法。
