L在江南地区特定的自然环境、地理特征和文化背景的共同作用下,江南城市形成了独特的道路网络形式和街道空间,形成了“小桥、流水、人家”的江南风情。但是随着科学技术的不断进步和经济的发展,城市规模不断扩大,人们的生活发生了改变,江南风情也日渐消

。本文从城市道路网规划的角度出发,以河流和道路为线索,首先通过研究江南水网地区
中小城市交通运输发展的过程及江南传统交通空间的特征从历史中归纳出江南水网地区道路网建设的一般规律,然后结合当今江南地区中小城市发展条件、交通特征及道路系统存在的问题,借鉴圈外水网地区城市道路交通建设的经验,从宏观、中观、微观三个层次上寻找在新的历史条件下建设有水乡特色的城市道路网络的途径。宏观上提出江南水网地区中小城市道路网规划建设的战略思想;中观上寻找江南水网地区中小城市道路网形态的若干模式;微观上解决江南水网地区中小城市在城市建设中形成的道路节点问题。

第一节研究背景
一、城市快速发展的趋势 50年代中期以来,我国的城市建设就采取了“控制大城市,发展小城镇”的方针。1982
年,在全国城市规划工作会议上又明确提出“控制大城市规模,合理发展中等城市,积极发展小城市”的政策。1990年4月,‘城市规划法》以法定的形式确定“控制大城市规模,合理发展中等城市和小城市”。建制镇的数量在1978年到2000年22 年间从2000多个增长到20000多个。
