摘要
现代可持续发展理论的产生与建立,开始于人类经历了惨痛教训之后的反
思。在近 200 多年的工业化进程中,由于科学技术的飞速发展,在极大地促进人
类文明的同时,使得资源被过度消耗,环境被急剧污染,人类赖以生存的地球遭
到前所未有的破坏。在社会发展的进程中,科学技术的突飞猛进,扩大了人类活
动的范围,也提高了人类影响环境的能力。今天,社会各界逐步认识到要达到工
业协调和可持续发展的目标,科技进步的作用举足轻重。研究如何将江苏省的工
业可持续发展建立在基于科技进步的基础上,不仅对加快其工业化进程,实现工
业经济的跨越式发展具有重大理论和现实意义,且对缩小区域差距,实现整个区
域经济的协调、稳定和可持续发展具有重要作用。
本文从科技进步与区域工业可持续发展的基本原理出发,深入剖析了科技进
步与区域工业可持续发展之间复杂的互动关系,并根据系统论的思想和科技进
步、工业可持续发展的内涵,将总体目标进行逐层分解,形成各有侧重,又相互
联系,能综合反映科技进步水平、区域工业可持续发展水平的指标体系。在此基
础上,建立科技进步对区域工业可持续发展促进作用的评价模型以及科技进步与
区域工业可持续发展水平的协调发展度评价模型,对江苏省的科技进步和工业经
济发展的实际情况进行实证分析。
通过上述研究,本文提出江苏省工业可持续发展与科技进步之间的协调发展
仍存在着供需错位、科技成果存在产业化滞后等问题;针对得出的“只有依靠科
技进步,才能实现江苏省工业的可持续发展”的结论,提出了一些具体的、有针
对性和可操作性的对策和建议。

Abstract
Modern sustainable development theory was established after human had a
profound lesson. During the last two hundred years of Industrialization, because of the
rapid development of science and technology, resources had been consumed in excess
and environment was polluted, the earth which human depend on for living was
destroyed. With the development of the society, the progress of science and
technology enlarged the range of human’s activities and enhanced the people’s ability
affecting the environment. The research on the problems of sustainable development
under the science-tech progress is of great importance.
This paper is analyzed fully on the essential theories and relationships between
science-tech progress and regional industrial sustainable development, then according
to the theories of systematic engineering and the connotations of science-tech progress
and regional industrial sustainable development, disassembling the total target and
coming into being index systems, which having emphasis respectively as well relating
