摘要
供应商管理作为企业采购管理的一个基本环节,己经越来越受到国际大
型企业的广泛重视。而目前国内大多数企业对此关注明显不够,仍然不能摆
正供应商管理工作在企业经营管理中的真正位置,不能把供应商管理纳入企
业发展的整体战略,以致供应商管理的发展还不尽如人意。因此,尽快提高
我是摆在企业家与学术界面前的一项相当紧迫的任
务。
本文以大庆油田公司国外供应商管理模式为研究对象,在对供应链管理
理论的发展和国际采购管理的发展趋势进行分析的基础上,明确了大庆油田
公司加强国外供应商管理、建立国际采购体系的必要性。通过对大庆油田公
司整体发展及其国际采购和供应商管理现状的分析,指出了目前供应商管理
中存在的问题,并应用供应链思想和理论对问题的成因进行了分析;通过对
大庆油田公司供应商管理模式的设计,提出了供应商数据和信息采集的可能
渠道和方法,分析了国外供应商评价因素,提出了评价供应商的原则、标准
和方法,建立了大庆油田供应商综合指标评价体系,运用综合模糊评价方法,
并根据公司引进国外设备的实际情况对公司的国外供应商进行了分类,提出
了大庆油田公司对国外供应商的管理模式。针对上述模式的实施,提出了实
施国外供应商管理系统的具体步骤和措施。

Abstract
As a basic element in the purchasing management of an enterprise, supplier
management has been gotten more and more widely attention by international
companies. Currently most domestic enterprises pay a poor attention to this field,
have not put suppliers management into a right position in operating of a
company yet. Supplier management has not been viewed as a part pany's
strategy .All of this result in the poor supplier management. Therefore, it is
critical task for enterprisers and academe to improve the level of supplier
management.
