1、概述
随着城市的不断发展,沈阳市的机动车保有量迅猛发展,沈阳市的停车场建设相对滞后,特别是沈阳城市的中心区的机动车停车需求很大,而且早期的居住小区配建停车泊位建设的缺陷,使得原本应该由居住小区配建停车场解决的停车需求占用社会停车泊位,使得本就不足的社会停车泊位更加供不应求,带来了车辆的任意停放、占用人行道和车行道等严重问题。这些问题极大的影响了沈阳市特别是中心区的交通秩序,引起交通混乱。因此正确的处理好沈阳市的中心区停车问题,对解决道路交通拥挤、减少交通事故,提高道路通行能力等具有重要意义。
2、国内外停车现状
城市机动化水平与城市经济的发展是大致遵循同一轨迹前进的。从这个意义上说城市停车问题的产生是城市经济发展的副产品。因此发达国家城市首先碰到了停车问题的困扰,并且经过半个世纪的探讨,记叙了较为完善的解决城市停车问题的方法和措施。总的来说国外对停车供需的研究起步较早,已全面、细化的研究了影响停车需求的各种社会经济因素,目前重点是建立
