摘要
随着通信网络技术的飞速发展,世界范围内掀起了电子商务的热潮。的开放性以及其它各种因素而引起的安全和支付问题一直困扰着电子商务的进一步发展。如何保证电子交易的安全性:如何对敏感信息和个人信息提供机密性保障;如何认证交易双方的合法身份;如何保证数据的完整性和交易的不可否认性等,已成为当务之急。所以,研究和分析电子商务的安全性问题,特别是针对我国的国情,充分借鉴国外的先进技术和经验,建立一个具有中台,成为目前我国发展电子商务的关键。招标投标由于其公开、公平、公正的特征和“竞争、优化”的功能,使得它的应用范围不断扩大。但是在招投标实际的操作中仍然存在许多问题,导致招标投标流于形式。为了克服实际的招投标操作中存在的问题,网上招投标系统应运而生。这不但极大地提高了招投标及采购工作的效率,促进了公开、公平、公正的竞争原则, 而且也加强了对招投标活动当事人的合法权益的保障。本论文在介绍了电子商务的产生和发展、安全需求、安全结构体系、安全技术以及国内外的电子商务安全现状的基础上,设计了一套关于B2B电子商务的安全平台,并对此B2B电子商务平台进行了功能设计。最后,在以上基础之上对其中的网上招投标系统进行了设计。论文对于建立一个安全、高效的电子商务安全平台, 和实现网上招投标具有非常现实的意义。

Abstract
With the rapid development munication work technology,merce has been widely researched and applied around the world. But the problem of security and payment induced by the openness of and other factors hindered the further development of merce. How to guarantee the safety of electronic transaction:how to provide the confidentiality guarantee of personal information and sensitive information,the identification of bilateral transaction partners,the data integrality and non-repudiation of transaction,are ing the urgent matters of the moment. Therefore,through researching and analyzing the merce"s safety problem,especially aiming at the own country,and drawing on the foreigner"s advanced techniques and experiences,the task of establishing a Chinese characteristic merce platform with security and high efficiency is ing a key for our country to develop the is widely used because of its character of openness,fairness and justness and its function petition and optimization. But there are still many practical problems exist inducing the failure of bidding when it is put into practice.
