摘要
随着我国城市化率突破 50%,城市化浪潮开始涌向数量庞大的中小城市,在中国城市化发展的下一阶段,中小城市势必会成为实施新型城市化战略的前沿阵地,如何避免中小城市在城镇化进程中重蹈大城市所犯的错误,探索一种更为精明的中小城市发展模式是当前最为紧迫的任务之一。而绿道作为一种改善和修复城市生态的技术手段,研究其在中小城市健康发展过程中所产生的正面影响与积极作用,具有很强的现实意义。
目前,我国的绿道理论研究与建设实践方兴未艾,理论研究大部分还处于介绍与整理国外先进经验的阶段,对于“中国化”的绿道理论体系构建刚刚起步,局部地区在绿道建设方面也取得了丰富的成功经验,如以珠三角区域绿道规划为代表的广东省绿道和发展较为成熟的浙江省绿道,但要在全国范围内构建起完善的绿道系统任重而道远。现阶段国内对于绿道的研究与建设主要集中在区域内的重点城市,这固然是出于对中心城市经济基础较好、人口分布密集以及树立区域典型等方面的思考,但是要在区域内形成完善的绿道系统离不开在数量上处于优势地位的中小城市,而且中小城市也迫切需要建设绿道系统来改善粗放发展模式中所暴露出的生态、交通等方面的问题。而闽南地区的中小城市普遍拥有生态基础良好、城市发展程度较高等特点,而且其目前所面临的城市问题也较为突出典型,因此,文章选择它作为研究对象,对其绿道网规划设计与建设进行探讨,有较强的典型性与现实性。
文章总结了绿道的相关理论和国内外在绿道理论研究与建设实践方面所取得成果,在此基础上结合闽南中小城市的地域特征与发展现状,归纳总结闽南中小城市绿道网系统的概念、现实功能以及空间构成,并对闽南中小城市绿道规划策略进行了研究分析;还分别探讨了闽南中小城市绿道网建设在协调城市土地功能与促进旅游发展两方面所取得的经验;最后以安溪县绿道网规划为例作为本文的案例支撑。

Abstract
With the breakthrough of 50% of the urbanization rate in our country, the wave of urbanization begins to flock to a large number of small and medium-sized cities. The small and medium-sized cities certainly will e the advanced position for implementing the strategy of new-tape urbanization during the next stage of urbanization in China, and how to avoid the small and medium-sized cities repeating the metropolises’ mistakes in the process of urbanization and explore a kind of more prudent development pattern is one of the most urgent tasks at present. The greenway is a technological means to improve and repair the urban ecology, and the research on its generated positive impact and positive role during the sound development process of the small and medium-sized cities has a strong practical significance.
