当前中国政府购买社会工作服务情况分析
摘要:在中国,政府购买社会工作服务是一个新的研究领域,也是一种新的实践,它反映了我国当前以及今后一个时期内提供社会工作服务的基本发展趋势。虽然,我国政府购买社会工作在东部地区取得了巨大成效,在中西部也有一定的发展。但是,我们应当看到,当前我国政府购买社会工作尚处在探索阶段,存在缺乏实际工作经验、认识不够、参与程度不高和体制机制还不完善等问题。因此,我们要加强认识并结合本国实际,借鉴国外发展经验提高中国政府购买社会工作的效力。

Assessment of the current Chinese government purchasing the social work service
Abstract: In China, the government purchasing the social work service is a new research field, is also a new practice, it reflects the current and future a period of time provides the basic development trend of the social work service. Though, the government purchasing the social work in China in the eastern region has achieved great ess, also have certain development in the Midwest. We shall see, however, the current our country the government purchasing the social work is still in exploratory stage, there is a lack of practical work experience, knowledge, participation is not high enough, and issues of system mechanism is not perfect. Therefore, we must strengthen the understanding bined with their actual, draw lessons from foreign experience to improve the effectiveness of the government purchasing the social work in China.

改革开放以来,随着我国经济的快速发展,我国逐步进入了由传统社会向现代社会转型和由计划经济体制向市场经济体制转轨的两型社会。在这一时期由于我国把西方国家经历的一二百年的渐进的变革过程压缩到几十年间仓促进行,发展中出现的社会问题与同期西方国家相比更剧烈、更频繁。[1]面对这种突发情况,我国政府审时度势,全面开展公共服务和社会管理的改革,大力推进我国向“小政府、大社会”的转变,正是这一转变促进了社会工作的社会化,即政府购买社会工作的发展。
政府购买社会工作服务,其直接目的是为了满足社会对社会工作服务的需要,同时,这对于政府自身改革也有积极地推动作用。在民政部首次召开的全国政府购买社会工作服务战略研讨会上,民政部党组副书记、副部长罗平飞在讲话中指出,政府购买社会工作服务是加强社会工作专业人才队伍建设、促进社会工作发展的基础制度,是创新公共财政体制、完善公共服务制度的重要手段,是转变政府职能、建设服务型政府的战略举措。[2]因此,对政府购买社会工作展开研究有着充分的现实意义和理论意义。
一、相关概念界定
(一)社会工作
学术界普遍认为,早在英国工业革命时期,由于工业化和城市化的影响,英国产生了严重的城市贫困,为了解决日益严峻的贫困问题,伊丽莎白女王于1601年颁布《济贫法案》规定由教会开办济贫事业,开启了政府主持社会救济事业的做法,这隐含了社会工作的理念与方法。随后德国的“汉堡制”和“爱尔伯福制”的发展以及后来的慈善组织
