摘要
主体功能区是国家“十一五”规划中提出来的一个崭新概念,是在区域发展中贯彻落
实科学发展观的重大战略举措,是促进统筹区域协调发展的一个新思路,是“十一五”及
今后一段时期一项重要而又紧迫的任务。改革开放以来,河北省经济社会发展取得了巨大
的成就,但区域发展不协调、增长方式粗放、资源环境压力加大等问题日益突出。如何根
据资源环境承载能力、现有开发密度和发展潜力,统筹考虑河北省人口分布、经济布局、
国土利用和城镇化格局,将河北省划分为四类主体功能区成为迫切需要解决的问题。
本文首先对国内外研究现状以及主体功能区划分的理论基础进行了阐述。其次在综合
分析河北省社会、经济、资源环境的前提下,提出了由资源环境承载能力、现有开发密度
以及发展潜力系统构成的主体功能区划分指标体系,并利用层次分析法对其进行赋权。然
后以河北省 136 个县(市)作为基本划分单元,对各个县的资源环境承载力、现有开发密
度和发展潜力进行了综合评价,并在此基础上利用聚类分析法,对其进行了主体功能区划
分。最后对河北省的优化开发区、重点开发区、限制开发区、禁止开发区进行综合评价,
并结合河北省省情提出了推进主体功能区形成的政策建议。

RESEARCH ON THE DIVISION OF PRINCIPLE
FUNCTION REGION OF HEBEI PROVINCE
ABSTRACT
Principal Function Region is a new concept by government in the 11th “Five-Year Plan”.
This is an important stratagem act during China’s implementation of the scientific concept of
development, is a new manner to correspond to the area development, and is also an important
and urgent task during the 11th Five-year plan period and in the near future. From China
implemented the policy of reform and open, The economic of Hebei province have gaining
great achievement, but it face the contradiction of unbalance regional economy and the
rule .How to divide four type Principal Function Region in Hebei province based on carrying
capacity of resources and environmental, the existing development density and development
potential, considering Hebie province’s future population distribution, economic layout e
the problem immediately be solve.
First of all, the paper researches the status at home and abroad and theory foundation of
“Division of principle Function Region”. Then, according to prehensive analysis of
