摘要
中国加入世界贸易组织以后,中美两国双边贸易和双边投资发展势头良好。但随着两国经贸往来的不断加深,中美两国间的贸易摩擦逐渐增加。主要表现在农产品贸易问题、纺织品贸易问题、贸易不平衡问题、美国对华反倾销问题以及知识产权问题等。并且美国对中国产品采取越来越多的反倾销、反补贴以及实行特别保障措施,是对自由贸易的严重扭曲。根据传统的国际经济学理论,任何对自由贸易的扭曲都将损害贸易国的社会福利水平,给整个世界带来“无谓损失”,也不符合“对症规则”。毫无疑问,日益增多的贸易摩擦正在对中美经贸关系的顺利发展产生越来越大的负面影响。如何来看待这一现象?又如何加以应对?已成为我国政府、企业及学术界所共同关注的重大问题。中美农产品贸易摩擦的现状如何?中美农产品贸易摩擦产生的原因何在?中美两国应该采取怎样的政策来避免这种贸易摩擦不断升级?这一系列问题正是本文所要研究的重点。本文从简述中美农产品贸易的现状及农产品贸易摩擦的表现形式开始,依次对中美农产品贸易摩擦的多层次原因、中国政府的应对措施等方面进行了详尽细致的阐述。

Abstract
After China's accession to the WTO, the bilateral trade and bilateral investment between the United States and China have maintained good momentum of development. However, with the deepening economic and trade exchanges between the two countries, the Sino-American trade friction is increasing,mainly in the trade of agricultural products,textile trade, trade imbalance, anti-dumping accusion from the United States,intellectual property issues and so on. And the United States make Chinese products an increasing number of anti-dumping, countervailing and a special security ’s a serious distortion for free trade. According to the traditional international economic theory, any distortion for free trade would damage the social welfare of the trading nations, to bring “deadweight loss” for the whole world, and this is not in accord with “symptomatic rules”. No doubt, the increasing Sino-American trade friction has an negative affect on the development of Sino-US economic and trade ties. How to view this phenomenon and how to cope with it have e mon focus of our government, academia and enterprises. What is the present state of the Sino-America Trade Friction, what is the reasons caused the Sino-American trade frictionand, what correct policies should be adopt to avoid the Sino-American trade friction growing.
