城市交通白皮书编制研究——以苏州为例

摘要

城市交通政策确定了城市交通建设的原则,是制定交通系统内部投
资分配、交通网络规划设计、交通运营、交通管理等一系列方案和实施
措施的依据。城市交通白皮书,作为城市政府的重要交通政策,具有宏
观上调控城市交通系统健康运行、微观上监督近期城市交通建设的双重
功能,对我国城市交通的发展具有重要意义。
目前,在城市交通政策方面,存在着两个问题:一方面是城市政府
对城市交通政策研究的战略性认识不足;另一方面是城市交通规划编制
人员关注的重点是城市交通设施的规划建设,对城市交通政策的研究不
够深入。这两个问题的存在使得城市交通政策一直没有发挥其应有的指
导作用,城市交通建设缺乏系统的交通发展战略和政策做指导,交通政
策往往等同于道路建设政策,从而导致城市交通发展的失衡和无序。
本文在搜集和整理国内外代表性城市交通政策的基础上,剖析了国
内外城市交通政策的特点和发展趋势,拟对在西方国家运用相当成熟的
一种城市交通政策制定手段——交通白皮书作一引鉴与思考。
本文以政策研究为理论出发点,从系统的角度,从背景分析、文献
述评、政策实施和政策评价等方面尝试提出城市交通白皮书编制的理论
方法。
本文以典型案例的研判为出发点,为理论体系的建构提供片段的或
局部的佐证和注解,介绍城市交通白皮书编制方法的实际应用,并提出
评价方法。
本文研究成果为苏州市城市交通白皮书的编制提供了理论依据,期
望能为今后国内各城市编制交通白皮书提供参考依据。

ABSTRACT

The urban transport policy determines the principle of the urban
transport construction, which is the implementation basis of series of plans
such as the investment assignment of the internal system, the transport
network planning,the transport management and so on. The Urban
Transport White Paper, as an important transport policy of the government,
has the vital significances on urban transport development in China both
macroscopically in regulating the urban transport system operating healthily,
and microscopically in the supervising of the urban transport construction in
the near future.
At present, in regards of the urban transport policy, there are at least
two problems: on the one hand, the government has not attached sufficient
significance strategically on the urban transport policy research; on the other
hand, the key point to which the urban transport planner and establisher pay
attention is the urban transport facility plan and construction, but the urban
transport policy research has not been seen to sufficiently yet. Those two
