上海 LT 浦东接入网维护模式分析
摘要
网络运行维护是通信运营商的核心工作之一。随着通信行业的融
合重组,接入网作为直接面向客户最近的一个网络层面,网络的规模
越来越大,网络架构越来越复杂,运营商不得不投入越来越大的成本
和资源来保障网络的正常运行维护,而中国移动、中国电信、中国联
通三大运营商的全业务经营使得通信行业市场竞争日益激烈,企业的
利润空间不断下降。运营商正面临着网络维护所需成本不断增加与企
业利润下降的矛盾,如何解决这些矛盾成为电信运营商的新课题。
本论文从接入网的基本概念、上海 LT 浦东接入网的维护困难入
手,对国际/国内运营商接入网的主要维护模式进行理论、实践的研
究。再对上海 LT 浦东分公司的企业内外部环境进行对比分析,进行
企业内部诊断,分析出影响运营商对于接入网维护模式选择的因素,
然后结合企业内外部环境的实际情况,对上海 LT 浦东分公司接入网
可能的几种维护模式进行分析,最终得到适合上海 LT 浦东分公司的
最优维护模式方案,并对实施此最优方案给出了具体措施建议。
通过本文的分析研究,作者认为人员、成本、网络质量要求、客
户的差异化需求是影响上海 LT 浦东分公司接入网维护模式选择的关
键因素,最优的接入网维护模式方案是“高端客户网络自维,普通客
户网络一体化维护外包”的维护模式。最后提出了自维模式需具体注
意网络的质量、差异化的服务措施;对普通客户网络一体化维护外包,
细分普通商客网络一体化维护外包,和普通小区公众客户网络的营维
一体的具体措施建议。
本论文所研究的虽然是上海 LT 浦东分公司的接入网维护模式的
问题,但也对通信行业内的其他运营商尤其是现阶段固网、移动融合
阶段有一定现实参考意义,对通信行业中的ISP/ICP 企业面临的一些
共性问题也有一定的借鉴意义。

ABSTRACT
work operation and maintenance is the core work to the
munications operators. work is a direct customer-
work layer. With the scale work getting larger and the
network structure getting plex, the operators have to input more
costs and resources to work normal operation and maintenance,
while the profit margins of the operators continue to decline drastically.
The petition has been ing especially fierce in
munication industry, which triggered by the full business range
operation of China Mobile, China and China . The
munication operators are facing the problem of ever-increasing
maintenance cost and ever-declining profits. How to resolve these
